However, at that specific time, both planets will not yet have risen. Observers are therefore advised to look toward the low western horizon at dusk on the same day or the preceding evening. As twilight gradually fades, Venus, shining at magnitude &ndash;3.9, and Saturn, at magnitude 1.0, will be visible to the naked eye in close proximity. Binoculars will provide a clearer view.</p><p><br></p><p>The important solar term &ldquo;Vernal Equinox&rdquo; will take place at 10:46 p.m. on Friday, March 20. On this day, the Sun shines directly over Earth&rsquo;s equator, and day and night are nearly equal in length worldwide. During the weeks before and after the equinox, observers in areas free from light pollution may have the opportunity to see the zodiacal light in the western sky approximately two to three hours after sunset. It appears as a faint, whitish, triangular glow extending upward from the horizon, with a base up to about 40 degrees wide and reaching heights of nearly 70 degrees. The zodiacal light is caused by sunlight scattering off interplanetary dust distributed along the plane of the ecliptic. In spring, the angle between the ecliptic and the horizon is relatively steep, creating more favorable viewing conditions. This period is therefore one of the best times of the year to observe the zodiacal light.</p><p><br></p><p>On Monday, March 23, from nightfall until around 9:00 p.m., the Moon will appear in close proximity&mdash;within about one degree&mdash;to the Pleiades star cluster in the constellation Taurus in the western sky. The fifth-day waxing crescent Moon will not completely outshine the Pleiades, which shines at approximately magnitude 1.6. Instead, the pairing will create a particularly beautiful celestial scene featuring one of the most striking and easily visible star clusters. The use of binoculars is recommended to better observe the tightly grouped stars within the cluster.</p><p><br></p><p>The Taipei Astronomical Museum reminds the public to choose locations with open views and minimal light pollution when observing these celestial events. In particular, mountainous areas away from urban lighting are recommended for viewing the zodiacal light. Taipei City&rsquo;s public works lighting design expertise has once again received recognition. The Illuminating Engineering Society of Taiwan held the awards ceremony for the 2025 &ldquo;Lighting Gold Award&rdquo; on February 11, 2026, at the Taiwan Power Company Headquarters Office Building. Two projects delivered by the New Construction Office, Public Works Department, Taipei City Government, the &ldquo;<strong>Liugong Green Corridor Pedestrian Environment Improvement Project&rdquo;&nbsp;</strong>and the &ldquo;<strong>Zhongzheng Bridge Reconstruction Project</strong>,&rdquo; received the <strong>&ldquo;Top Prize&rdquo;&nbsp;</strong>and the <strong>&ldquo;Award of Excellence&rdquo; respectively, in the Outdoor Lighting Facilities category.</strong></p><p>&nbsp;</p><p>&nbsp; &nbsp;First, the <strong>&quot;Liugong Green Corridor Pedestrian Environment Improvement Project&rdquo;&nbsp;</strong>which received the&nbsp;<strong>&quot;Top Prize&quot;</strong>, created a lighting environment aimed at enhancing the quality of the city&rsquo;s nighttime spaces while safeguarding pedestrian safety. Guided by four core principles of &ldquo;people centered design, safety and comfort, energy saving and carbon reduction, and strengthening the identity of the Dawan River corridor,&rdquo; the project not only incorporated smart energy saving technologies, but also used artistic lighting to transform this urban greenway into a nighttime aesthetic space that integrates historical memory with an eco friendly approach. Along the main circulation routes, the project installed low glare floodlights and landscape luminaires with an IP65 high protection rating to ensure safe nighttime passage. Key lighting was also used to highlight focal points such as the &ldquo;Water Light Ring&rdquo; and the &ldquo;Fish School Sculpture,&rdquo; guiding pedestrian flow. &ldquo;Ripple pattern lights&rdquo; were adopted to recreate the historical texture of the Dawan River channel. In addition, planters and seating areas were paired with indirect lighting using both rigid and flexible linear lights to create a warm and gentle atmosphere for rest and relaxation. High efficiency LED lighting was selected across the entire area and integrated with a smart control system to achieve energy savings and carbon reduction. For planted areas, the design adopts &ldquo;low color temperature lighting at 3300K, low backlight, and no blue light pollution&rdquo; to help protect biodiversity. This renovation not only enhances the pedestrian experience, but also uses light and shadow as a form of storytelling, making the Liugong Green Corridor a low carbon, people friendly nighttime highlight in the city with meaningful cultural depth.</p><p>&nbsp;</p><p>Second, the <strong>&ldquo;Zhongzheng Bridge Reconstruction Project&rdquo;,&nbsp;</strong>which received the&nbsp;<strong>&ldquo;Award of Excellence&rdquo;</strong>, was recognized for using light and shadow as a medium to showcase the modern strength of the &ldquo;new steel bridge&rdquo; structure, adding a new urban landmark to the nighttime scenery along the Xindian River. The new Zhongzheng Bridge adopts a long span steel arch bridge design with no piers placed in the river. Its twin arch rib truss system showcases modern engineering capability. A smart dimming system is integrated within the 285 meter arch ribs, and 2700K warm white lighting is used to highlight the texture and presence of the steel structure. The suspension cables are illuminated from below with carefully controlled light distribution, creating a distant view that resembles strings dancing above the water&rsquo;s surface. In addition, the project strictly controlled lighting angles to effectively prevent light pollution and reduce disturbance to the aquatic ecosystem, putting its commitment to environmental friendliness into practice.</p><p>&nbsp;</p><p>These awards fully demonstrate the New Construction Office&rsquo;s strength in lighting design and affirm Taipei City&rsquo;s outstanding achievements in advancing people centered lighting, ecological sustainability, and the integration of history with the modern urban environment. Both projects were highly regarded and recognized by the review committee, resulting in awards for each. According to the Taipei City Hydraulic Engineering Office (HEO,) Shezidao Wetland is a key ecological secret of the city. Latest bird surveys have brought exciting news, including rare appearances by the endangered &ldquo;Black-faced Spoonbill&rdquo;. Furthermore, &ldquo;Common Snipe&rdquo; numbers have hit an all-time high, proving that the city&#39;s habitat conservation work is paying off.</p><p><br></p><p>According to the HEO, the Shezidao Wetland&rsquo;s thriving bird life has turned it into a premier birdwatching destination, a rare natural escape in the heart of Northern Taiwan. According to monitoring data from January to March, 2025, a total of 53 species from 29 families was recorded, reaching 1,412 total sightings. The diversity of protected bird species is especially noteworthy. Alongside the endangered Class I Black-faced Spoonbill, the survey recorded six Class II &ldquo;Rare and Valuable&rdquo; species&mdash;Hen Harrier, Crested Goshawk, Black-winged Kite, Short-eared Owl, Greater Painted-snipe, and Crested Myna&mdash;together with Class III protected species including the Brown Shrike and Black-headed Munia. It is worth mentioning that the nocturnal &ldquo;Short-eared Owl&rdquo; was caught on camera, thanks to infrared technology mounted on raptor perches.</p><p><br></p><p>The &ldquo;Common Snipe&rdquo; is undoubtedly the highlight of birdwatching activities at Shezidao Wetland! According to the HEO, the elusive Common Snipe typically hides along the edges of wetland plants. However, winter 2025 saw a surprising surge, with numbers hitting an all-time high for this time of year. The success is largely attributed to habitat engineering that kept belts of reeds as hiding spots during low tide. Additionally, large-scale floating islands act as crucial sanctuaries for birds to rest during high tide. This &ldquo;bird-friendly facility&rdquo; has encouraged the naturally shy Common Snipes to stay longer.</p><p><br></p><p>There is also good news for fans of sandpipers, plovers, and other small wading birds. While global environmental shifts have been challenging, Shezidao Wetland&rsquo;s habitat improvements are paying dividends, with small wader populations now on the rebound. According to statistics, compared to the low point in 2023, there is a 33% increase in small winter wader populations, indicating that habitat engineering projects are having a positive impact on ecological restoration. Although numbers of the Green-winged Teal have diminished in line with regional trends across the Tamsui River, they are still the most common winter visitors. Importantly, the wetland&rsquo;s total biodiversity remains remarkably high.</p><p><br></p><p>Now is the ideal season for winter residents and spring migrants! The HEO encourages the public to head to the Shezidao Wetland Information Pavilion and nearby trails this weekend. On the morning of February 4 at Lequn parking lot, the groundbreaking ceremony was held for Circular line east section contract CF710, which will link Zhongshan and Neihu districts in Taipei City. Mayor Chiang Wan-an presided over the ceremony, and distinguished guests from all walks of life were invited to join together. Mayor Chiang stated that following the completion of the Circular line east section, the route will take passengers from Neihu Technology Park to Shilin Station in just 11 minutes and from Xiangshan Station in Xinyi District in just 14 minutes. Mayor Chiang expressed his belief that the new route will solve the traffic congestion during commuting hours in Neihu Technology Park and bring greater convenience to residents of Neihu District.&nbsp;</p><p><br></p><p>DORTS First District Project Office (1st DPO) is responsible for the construction of this section, and they explained that section contract CF710 was jointly awarded to Hwang Chang General Contractor Co., Ltd and Japanese company Okumura Corporation with a bid of over NT$27.9 billion. The section spans a length of 2.91km and includes a tail track cut-and-cover structure, three underground stations (Y30, Y31 and Y32), four sections of shield tunnel, and water, electricity, and environmental control engineering within the scope of the section contract.</p><p><br></p><p>1st DPO further elaborated that the scope of this section contract will run southbound from an approximately 110-meter cut-and-cover structure at the Station Y29 tail track and proceed beneath Jingye 3rd Rd. through shield tunnels. It will then turn on Lequn 2nd Rd., and Station Y30 will be constructed on Jingye 4th Rd. in the vicinity of Taipei Marriott Hotel and Binjiang Junior High School. The route will then pass the Tiding Blvd. and Zhouzi No. 1 Park through a shield tunnel before turning on Jihu Rd. and then Ruiguang Rd. Station Y31 will be constructed in Zhouzi No. 2 Park, and the route will pass along Ruiguang Rd. and lead directly to Dagangqian Park, where Station Y32 will be constructed. It then goes along Ruiguang Rd. before turning at Ruiguang Park and then terminating at the north side of the Station Y33 (not included) diaphragm wall.</p><p><br></p><p>In his speech, Mayor Chiang stated that Taipei MRT construction is proceeding rapidly with major projects underway across the city, including Xinyi eastern extension, Wanda line, Minsheng-Xizhi line, and the Circular line north, south and east section. Following the completion of each section, the MRT will provide residents and tourists with more convenient transportation options and shorter travel distances. The planning concept for the Circular line is to connect the MRT lines radiating out from Taipei metropolitan area through a ring-shaped route to accomplish the objective of convenient transportation. Circular line Phase I (Dapinglin Station to New Taipei Industrial Park Station) has already opened for operations. Meanwhile, Circular line Phase II includes the south, north and east section, which are currently under construction. It will be a single-system service without transfer for the entire Circular line. DORTS stated that a convenient MRT network will greatly increase willingness among the public to use it and reduce the use of private transportation. The building comprises six above-ground floors, housing 64 instructional spaces (including 45 general classrooms, 15 specialized classrooms, four special education classrooms, and a library) and 20 administrative offices; the two underground levels serve as a public parking facility, providing 223 car parking spaces and 52 scooter parking spaces. Since its completion and opening, it has received recognition from teachers, students, and parents alike, becoming a high-quality campus that inspires students to pursue and realize their dreams.&nbsp;</p><p>&nbsp;</p><p><strong>Secondly, the &ldquo;Songshan and Xinyi Districts Urban Roads Project&rdquo;</strong> responded to the Taipei City Government&rsquo;s smart city governance vision by adopting performance-based contract management, integrating AI-powered intelligent inspections with PCI indicator assessments to promptly rectify deficiencies and improve pavement quality under limited resources; it also optimized school-zone commuting environments and barrier-free sidewalks, significantly enhancing traffic safety and road users&rsquo; sense of security. In addition, the New Construction Office has taken the national lead in establishing carbon footprint assessments for road engineering projects and in applying recycled materials such as foamed asphalt to advance the principles of the circular economy. Through technology-driven management and carbon-reduction techniques, it has achieved both high construction quality and sustainable development, demonstrating strong exemplary value and significantly enhancing road user satisfaction.</p><p>&nbsp;</p><p><strong>Finally, in the individual award category, Director Ming-Hui Wang</strong> has served with the New Construction Office, Public Works Department, Taipei City Government since 2009. Over the years, he has successively held positions including Project Engineer in charge at the Public Works Office, Section Chief of the Public Works Division, and Director of the Public Works Division, accumulating more than 15 years of extensive practical experience, and has delivered tangible results in construction quality management and the promotion of innovative systems. Among the projects under his leadership, the &ldquo;Fuhe Bridge South Sidewalk Widening and Bicycle Wheel Ramp Project&rdquo; received the Ministry of Labor&rsquo;s Golden Safety Award for Outstanding Construction, while the &ldquo;Liugong Green Corridor Pedestrian Environment Improvement Project&rdquo; was honored with Top Distinction at the 24th Public Construction Golden Quality Award in 2024. True Knowledge into Practice - Topping-out Ceremony for the Activity Center New Construction Project at Taipei Municipal Lixing Elementary School in Wenshan District, Taipei Activity Center at Taipei Municipal Li Xing Primary School in Wenshan District, Taipei City, held a topping-out ceremony on January 19, 2026, presided over by Chief Engineer Wen-Fang Li of the Public Works Department, Taipei City Government, and Senior Specialist Yi-Cheng Huang of the Department of Education, Taipei City Government, who jointly led relevant personnel in prayers for the remaining works to proceed smoothly and be completed on schedule, and for all personnel and machinery to remain safe and sound.</p><p>&nbsp;</p><p>Ming-Shen Kao, Chief of the Public Works Section, New Construction Office, Public Works Department, Taipei City Government, stated that Taipei Municipal Lixing Elementary School was established in 1988. Nearby are Jingmei Girls High School and the Examination Yuan, and the school is also close to excellent institutions of higher education such as National Chengchi University and Shih Hsin University, making it one of Taipei City&rsquo;s thriving cultural and educational areas. However, since the school was founded, physical constraints, including a limited campus area and a lack of indoor activity and semi-outdoor activity spaces for students, have significantly affected school development, further underscoring the urgency of constructing the new activity center. Accordingly, the Taipei City Government has proposed a plan to construct a new activity center, including a one-level underground parking facility and a five-story above-ground facility comprising an activity center, a swimming pool, an activity platform, and kindergarten classrooms, with the expectation of building a multifunctional activity center building as the foundation for the school&rsquo;s future all-round campus development and to meet the kindergarten&rsquo;s teaching needs.</p><p>&nbsp;</p><p>Shih-Chen Tian, director of the Zhongzheng Office of the Public Works Section, New Construction Office, stated that Hsuyuan Kuo Architects & Associates were commissioned to carry out the design and construction supervision for this project. As the Taipei Municipal Li Xing Primary School site lies on the boundary of Muzha and Wenshan District, it is hoped that this activity center will in the future become Wenshan District&rsquo;s new living hub, as well as a &ldquo;public living room&rdquo; where the city and natural landscape intersect, and will echo the four visions of Taipei Municipal Li Xing Primary School, guided by the principle of putting true knowledge into action: &ldquo;Sincerity: Care and Inclusivity&rdquo;, &ldquo;Knowledge: Respect for Virtue and Diligence in Learning&rdquo;, &ldquo;Dedication: Pursuit of Excellence&rdquo;, and &ldquo;Action: Enthusiasm and Vitality&rdquo;. The new activity center&rsquo;s spatial planning includes an activity center, sports courts, a swimming pool, an activity platform, kindergarten classrooms, and parking spaces; by leveraging the diversity and variety of activity spaces, it will provide students with a diversified learning environment and meet the school&rsquo;s future needs. Mayor Chiang Wan-an today (December 10) inspected the Jingmei River&ndash;Zhinan River Confluence Revetment Restoration Project, a model initiative for ecological river restoration that has received multiple awards and recognitions since its completion.</p><p>The HEO noted that flood protection is the most fundamental pillar of urban safety. In response to the challenges posed by extreme rainfall, the Taipei City Government has decided to increase the city&rsquo;s rainfall tolerance from an hourly intensity of 78.8 millimeters to 88.8 millimeters. To achieve this goal, the city will invest NT$6.5 billion over five years in water management, advancing major projects across key catchment areas including Zhongshan, Bailing, Shilin, and Yuanshan. The HEO further explained that NT$3 billion will be invested in the nation&rsquo;s first-of-its-kind Dunbei Underground Trunk Drain, which will employ shield tunneling to construct large-scale storage pipes, overcoming land acquisition constraints typically associated with detention basins. A second retention pipe project, the Chengde Road Retention Pipe, is also currently under planning.</p><p>To further strengthen overall flood control capacity, pumping stations and detention facilities are being upgraded. Construction is underway on Bailing Pumping Station, the largest in Beitou District, with completion scheduled for 2029. The Zhongshan Pumping Station will undergo expansion with an investment of NT$700 million, with construction set to begin in May next year. The Dalong Pumping Station expansion project (contract value NT$446 million) is expected to be completed in the second half of next year. In addition, Fulin Flood Management Park, the first detention basin in Shilin District, is scheduled for completion by the end of next year, further enhancing residents&rsquo; peace of mind.</p><p>Taipei is not only committed to safety, but also to helping citizens rediscover the sense of happiness that comes from being close to water. Over the past three years, the city has invested NT$3.2 billion to advance 28 riverbank restoration projects. Among these, the most high-profile initiative is the NT$1.8 billion Tamsui River Waterfront Environmental Development Plan. Construction of Phases 1 and 2 is scheduled for completion next year, with the entire project expected to be completed by the end of 2028. Upon completion, this world-class waterfront corridor will create a new urban landscape for Taipei.</p><p>The city has also invested approximately NT$160 million in the revitalization of Dajia Riverside Park, covering an area of 8.6 hectares. Phase I construction has recently commenced, and the park&rsquo;s water performance plaza, play areas, and flower fields will all be renewed. Renovation works at Guting Riverside Park are likewise ongoing. Riverside playgrounds, a favorite among children, have also seen steady progress. Over the past three years, five brand-new playgrounds have opened, six have been renovated, and five more are currently under construction, ensuring that more joyful spaces will accompany children as they grow.</p><p>As part of its continued efforts to restore ecological rivers and improve the water environment, the HEO has implemented the Jingmei River&ndash;Zhinan River Confluence Revetment Restoration Project. Along the river stretch from the confluence of the Jingmei River and the Zhinan River to the Zhinan River section near Taipei Municipal Beizheng Junior High School, three-sided concrete revetments were removed and near-natural engineering methods were adopted. This allowed the previously concrete-lined Zhinan River to &ldquo;breathe&rdquo; again, improving river morphology and restoring the river ecosystem. Since its completion last year, the project has received multiple honors, including Honorable Mention in the &ldquo;Nature Conservation&rdquo; category at the 2025 IFLA Asia-Pacific Regional Landscape Architecture Awards, the Excellence Award in the Environmental Construction Category at the inaugural Taiwan Rivers of Hope Awards, and recognition at the Taiwan Landscape Awards. A second project of the same nature, the Xindian River&ndash;Jingmei River Confluence Project, is scheduled for completion in March next year, enabling citizens to reconnect with rivers and embrace nature.</p><p>In terms of river and stream rehabilitation, the Huanggang River Restoration Project in Beitou District (from Yanshou Bridge to Sanhe Bridge) is also expected to be completed in March next year. Guided by the principle of &ldquo;returning land to the river,&rdquo; the project will create a people-friendly green corridor that both expands flood storage capacity and provides ecological habitats, becoming a new highlight of livability in Beitou. Taipei City Government not only received the Excellence rating for its overall results in both the nationwide Urban Road Maintenance Management and Pedestrian Environment Accessibility Evaluation Program (Special Municipality group) and the Common Duct Construction Evaluation Program, but also ranked first in the Special Municipality group in the subcategories of &ldquo;Policy Evaluation,&rdquo; &ldquo;Road Maintenance,&rdquo; &ldquo;Transportation Engineering,&rdquo; &ldquo;Street Layout Evaluation,&rdquo; and &ldquo;School Zone Evaluation.&rdquo; In addition, Village Chief Su-chin Lin of Xingya Village and Village Chief Tsung-Chieh Fang of Dunhou Village in Xinyi District, Taipei City were also presented with the People-Oriented Environment Improvement Contribution Award.</p><p>&nbsp;</p><p>Director Kun-Hu Lin of the New Construction Office, Public Works Department, Taipei City Government, stated that, as the nation&rsquo;s capital city, Taipei actively aligns each year with central government policies to improve its roads and pedestrian environment. He also expressed his gratitude to the Ministry of the Interior and the evaluation committee members for their guidance and support over the years, which has enabled the Taipei City Government to continuously improve from policy planning to implementation. In addition to ongoing efforts to improve the smoothness of roadways and sidewalks, create barrier-free spaces in the pedestrian environment, and advance common duct construction, Taipei has also actively developed a range of innovative initiatives to enhance overall road quality, such as introducing performance-based contracts for road patrol inspection and maintenance, establishing a visualized management system for roads and ancillary facilities, and implementing a sidewalk clear-width improvement program, among other innovative and smart management measures, with the aim of continuously improving Taipei&rsquo;s road quality. When it comes to enhancing road quality, there is no &ldquo;best,&rdquo; only &ldquo;better.&rdquo;</p><p>&nbsp;</p><p>Section Chief Hsuan-Tung Chu of the Utilities Conduit Planning Section, the New Construction Office, Public Works Department, Taipei City Government, explained that in addition to continuing people-oriented environment improvement projects such as the Zhongxiao East Road Pedestrian Environment Improvement Project and the Da&#39;an Road pedestrian environment improvement work, the Office is also carrying out road and sidewalk improvement efforts in line with the &ldquo;Pedestrian Safety in Taipei Plan&rdquo; established by the Department of Transportation, Taipei City Government, thereby gradually creating a barrier-free, people-oriented environment in the city. The New Construction Office of the Public Works Department, Taipei City Government, received three awards. The Da&rsquo;an Junior High School Comprehensive Teaching Building New Construction Project was awarded the First-Class Merit Award in the Architecture Category. At the same time, the Songshan and Xinyi Districts Urban Roads Project received a First-Class Merit Award in the Public Facilities Maintenance and Management Category. In addition, the award jury unanimously recognized Mr. Wang Ming-Hui, Chief Engineer and Director of the Public Works Division of the New Construction Office, for his outstanding contributions to construction quality, and presented him with a First-Class Individual Contribution Award.</p><p>&nbsp;</p><p>The award-winning Da&rsquo;an Junior High School Comprehensive Teaching Building New Construction Project was designed to create a diverse, forward-looking, welcoming, vibrant, and cultured learning environment, delivering a safe, high-quality, and comfortable modern junior high school. In line with a multi-purpose use strategy, the project includes a two-level underground parking facility to meet the needs of both the school and nearby residents. The building comprises six above-ground floors, housing 64 instructional spaces - including 45 general classrooms, 15 specialized classrooms, four special education classrooms, and a library - as well as 20 administrative offices. The two underground levels serve as a public parking facility, providing 223 car parking spaces and 52 scooter parking spaces. Since its completion and opening, the building has received strong recognition from teachers, students, and parents alike, and has contributed to a high-quality campus that inspires students to pursue and realize their dreams.</p><p>&nbsp;</p><p>Meanwhile, the Songshan and Xinyi Districts Urban Roads Project embraced the Taipei City Government&rsquo;s smart city governance vision by adopting performance-based contract management. By integrating AI-powered intelligent inspections with PCI indicator assessments, the project enabled the timely repair of deficiencies and improvements in pavement quality despite limited resources. Also, the project optimized school-zone commuting environments and barrier-free sidewalks, significantly enhancing overall traffic safety and pedestrians&rsquo; sense of security. In addition, the New Construction Office has taken the national lead in establishing carbon footprint assessments for road engineering projects and in applying recycled materials such as foamed asphalt to advance the principles of the circular economy. Through the integration of technology-driven management and carbon-reduction techniques, the Office has achieved both high construction quality and sustainable development, demonstrating strong value while significantly enhancing road user satisfaction.</p><p>&nbsp;</p><p>Finally, with respect to the Individual Contribution Award, Director Wang Ming-Hui has served with the New Construction Office of the Public Works Department, Taipei City Government, since 2009. Over the years, he has held positions including Project Engineer in charge at the Public Works Office, Section Chief of the Public Works Division, and Director of the Public Works Division, accumulating more than 15 years of extensive practical experience. He has achieved tangible results in construction quality management and the promotion of innovative systems. Among the projects under his leadership, the Fuhe Bridge Southside Sidewalk Widening Project received the Ministry of Labor&rsquo;s Golden Safety Award for Outstanding Construction, while the Liugong Green Corridor Pedestrian Environment Improvement Project was honored with Top Distinction at the 24th Public Construction Golden Quality Award in 2024. By implementing integrity risk management throughout the construction projects, DORTS was recently awarded an Integrity Award by the Ministry of Justice.</p><p><br></p><p>On December 23, Mayor Chiang Wan-an conducted an inspection of the construction progress on Circular line north section and on the north section of Circular line east section in order to better understand the current construction status and traffic maintenance measures. Mayor Chiang stated that the Circular line forms the backbone of the Taipei MRT system and will reverse the traditional &ldquo;radiating&rdquo; traffic pattern. It will improve the overall transportation efficiency in Taipei and New Taipei City through a &ldquo;circular-shaped with multiple transfer points&rdquo; approach and drive continual sustainable urban development in the future. Mayor Chiang also pointed out the construction of Circular line east section will effectively alleviate long-standing traffic bottlenecks in the Neihu District and enhance Taipei&#39;s overall transportation resilience, making a major milestone in the movement towards sustainable cities.</p><p><br></p><p>In his speech, Mayor Chiang emphasized that MRT construction is a key indicator of urban development and symbolizes the citizens&rsquo; commitment to environmental sustainability along with the pursuit of safety, convenience, and quality of life. It is also a core objective which has been continuously promoted by the city government since he took office. This year, construction on all projects on Circular line north and south section have commenced; moreover, EMUs for the Wanda line have successively arrived in Taiwan and undergone dynamic testing. In addition, with static and dynamic testing of the EMUs being conducted for Xinyi eastern extension, which has been the most difficult of all of the MRT construction projects to date, DORTS has entered the final stage with the opening of the line just around the corner!</p><p><br></p><p>Mayor Chiang also stated that the north section of Circular line east section is especially important to Neihu Technology Park. Following the completion of construction, the commute time to Neihu Technology Park will be dramatically reduced. The travel time from St. Ignatius High School Station to Neihu Technology Park will be reduced from approximately 30 minutes to just 11 minutes, and the travel time from Dapinglin Station to Neihu Technology Park will be reduced from 39 minutes to 12 minutes. After these key stations are completed, it&rsquo;s like unblocking key meridians in the Taipei transportation system and will not only alleviate the stress of making transfers in the city center and improve long-standing traffic issues in the Neihu Technology Park area, but also facilitate faster and more efficient commutes between Taipei and New Taipei City.&nbsp;</p><p><br></p><p>DORTS explained that 12 underground stations and one underground depot will be constructed for Circular line north section, which is approximately 14.93km in length, and it will connect living circles including New Taipei Industrial Park, Dazhi, and Shilin. &nbsp;With a total length of 6.54km, six underground stations and an east depot are planned for the north section of Circular line east section, which will connect with Circular line north section in the future and provide Neihu Technology Park with more convenient transportation options.</p><p><br></p><p>In the future following the completion of all construction contracts, the public will be able to transfer to Taoyuan Airport MRT at New Taipei Industrial Park Station (Y19), transfer to the Zhonghe-Xinlu line at St. Ignatius High School Station (Y21), transfer to the Tamsui-Xinyi line at Shilin Station (Y26), and transfer to the Wenhu line at Jiannan Road Station (Y29). &nbsp;In addition, the travel time from Taipei 101/World Trade Center Station to Neihu Technology park will be reduced from 30 minutes to 20 minutes. This will significantly reduce travel times and enhance transportation efficiency between Taipei and New Taipei City.</p><p><br></p><p>DORTS Commissioner Cheng De-fa pointed out that the Development of Six Lines 2.0 is carrying forward a vision from 30 years ago. Simultaneously moving towards a smarter, safer, and more human-centered future, the Taipei MRT is continuously evolving in a wide variety of aspects including in production history, document digitization, station structure, and interior decoration materials as well as in terms of electric vehicle control, materials, and energy saving. The smart upgrading of the MRT can be witnessed from the evolving ticketing and gate systems, and the fourth-generation automatic fare collection system will integrate credit cards, mobile payments, and e-wallets, bringing about a revolution to the MRT riding experience. DORTS will also revitalize 30 years of intellectual assets through the smart AI technologies to build a transparent and reliable MRT system.&nbsp;</p><p><br></p><p>Commissioner Cheng stated that DORTS looks upon passengers as its own family members and in response to the aging of society, we completed the improvement projects for 82 escalators and 7 elevators at 25 stations. Furthermore, DORTS has established two-way escalators at station entrances and exits whenever possible as part of their commitment to creating a friendly riding environment. In order to achieve the sustainable development and net-zero carbon emissions, DORTS are taking the lead nationwide in issuing sustainable development bonds for MRT construction and using the funds to cover MRT costs. This will reduce carbon emissions from private transportation while creating a convenient and comfortable green travel experience which promotes development in the vicinity of the MRT. Looking ahead to 2026, the City will further advance investment promotion across a wide range of public infrastructure projects, including urban renewal, MRT joint development, long-term care campuses, and cultural heritage revitalization. These initiatives are expected to attract approximately NT$30 billion in private-sector investment, injecting strong growth momentum, accelerating urban transformation, and shaping a new Taipei that is livable, safe, convenient, and globally competitive. Taipei is a future city in action.</p><p>According to Ms. Hu Hsiao-Lan, Commissioner of the Department of Finance, the City Government made significant strides in public infrastructure investment promotion in 2025. Projects spanned urban renewal, MRT land development, and cultural asset revitalization, resulting in the successful execution of 21 PPP projects contracts with nearly NT$14 billion&nbsp;in private investment. As of 2026,7 projects are already open for tender, and more than 20 PPP projects&nbsp;are expected to be launched throughout the year, effectively channeling private capital into Taipei&prime;s urban core.</p><p>Taipei has officially entered the「Great Urban Renewal Era」with safety as the City&prime;s top priority. The City Government promotes the&nbsp;Urban Renewal Eight Arrows&nbsp;and Disaster-Prevention urban renewal policies, the City demonstrates strong commitment and execution capacity. In 2025, the Department of Finance collaborated with the Taipei Housing and Urban Regeneration Center to complete investment solicitation for the「Chengxin Wenxiang」and「Zhongshan Min&prime;an」public urban renewal projects. These efforts not only enhance urban safety and quality of life, but also stimulate industrial and regional development, creating a「Happy and Livable PLUS」environment for residents.</p><p>Building on this solid foundation, the Taipei City Government will continue to accelerate public-led urban renewal and citywide redevelopment initiatives in 2026. The「Zhongshan Yiju Public Urban Renewal Project」, currently open for investment, will host an investment briefing session on January 13.&nbsp;Located in a prime area of Zhongshan District, the site is just a 3 minutes walk to Nanjing Fuxing MRT Station. Upon redevelopment, the project will introduce affordable housing&nbsp;and a community activity center, enhancing neighborhood amenities and residential quality.</p><p>In addition, the City plans to launch in the second half of the year the「Taipei City Council Former Site Granted Superficies and Free Space Provision ROT Project」. Starting from the preservation of the city&prime;s historical memory, the project will integrate cultural heritage with interactive, technology-driven exhibitions to innovatively present Taipei&prime;s&nbsp;past, present, and future vision, creating a new highlight for urban cultural branding.</p><p>In alignment with the City&prime;s「Taipei MRT 6 Lines Construction Plan 2.0」policy, MRT construction and land development are being promoted in parallel. Among the projects currently open for investment, the「The Land Development Project on Dingpu Station of the Tucheng Extension」integrates&nbsp;the transfer advantages of the Bannan Line and the Sanying Line, linking industrial parks with residential areas to stimulate regional growth and housing demand. To achieve the goal of getting every passenger to the 2026 New Year&#39;s Eve Countdown Party and bringing them home safely, Taipei Metro implemented a three-tier system of crowd management. Taipei Metro is grateful to all passengers for their patience and cooperation on this occasion.</p><p>&nbsp;</p><p>To cope with the humongous turnout at the 2026 New Year&rsquo;s Eve Countdown Party sponsored by Taipei City Government, Taipei Metro brought in an additional 2,900 staff members to its manpower that night &ndash; including Metro Police and volunteers. Their duties were to help with directing crowds, patrolling platforms, selling tickets, keeping order, as well as monitoring escalators, ticket gates, and entry and exit points.</p><p>&nbsp;</p><p>After the end of the party, nearby metro stations reported large number of people at the gates, as partygoers began heading home. Most people were able to catch their trains and make it home within 1 hour. Through continuous monitoring of population distribution and dynamics, Taipei City has confirmed that, as of 2025, no breeding records or aggregation sites of the species have been observed within the city. This marks the official achievement of zero breeding records, making Taipei City the first municipality in Taiwan to reach this invasive species control milestone. The outcome clearly demonstrates the effectiveness of systematic management and cross-agency cooperation between central and local governments.</p><p>According to the Animal Protection Office, the Egyptian Sacred Ibis lacks natural predators in Taiwan and possesses strong reproductive capacity. Once its population expands, it can easily compete with native bird species for food and habitat resources, posing significant threats to Taiwan&rsquo;s ecosystems and biodiversity. Since 2020, the Office has implemented targeted management measures in high-risk areas such as rivers, wetlands, and coastal waters. These efforts integrate population monitoring, field surveys, and reporting mechanisms to systematically track population changes, while maintaining close coordination with central authorities. As of December 31, 2024, a total of 274 Egyptian Sacred Ibises had been removed. Surveys conducted in 2025 have further confirmed that both breeding records and aggregation sites have been completely eliminated. The Animal Protection Office will continue to strengthen dynamic tracking and monitoring through cross-agency collaboration to prevent re-invasion, ensure the sustainability of control results, and safeguard the natural habitats essential to the survival of native wildlife in Taipei City.</p><p>The Animal Protection Office also noted that it regularly plans and conducts training courses and educational programs related to the monitoring and management of invasive animal species. By integrating scientific monitoring with ecological education, these initiatives aim to enhance public understanding of the potential impacts that invasive species may have on local ecosystems. The Taipei City Government takes &quot;Technology, Innovation, and Sustainability&quot; as its core, introducing new construction methods, new materials, and intelligent management to enhance the efficiency of road management.</p><p>&nbsp;</p><p>The New Construction Office explained that the maintenance operations for roads and ancillary facilities in Taipei City involve several agencies, and the Taipei City Government has integrated the related operations and implemented smart management, establishing information systems including a road maintenance management system, a 3D pipeline database, AI automated identification of road defects, ground-penetrating radar inspections of underground cavities, and pavement PCI surveys. To improve road management, a comprehensive survey is conducted for roads and sidewalks, and using the latest spatial information technologies, panoramic imagery and related data are integrated and interfaced to establish a &quot;visual management platform system&quot; to integrate and manage the City&rsquo;s roads and the road ancillary facilities managed by various agencies.</p><p>&nbsp;</p><p>The New Construction Office further explained that road maintenance in Taipei City has introduced the &quot;Pavement Condition Index (PCI)&quot; survey and the &quot;performance based contract for road patrol, maintenance, and repair&quot;. The PCI uses orthophotos for assisted interpretation, and an automated stereoscopic panoramic inspection vehicle and an AI defect identification system have been developed, with related data incorporated into an information system for integrated display, establishing a Taipei City pavement condition database as an important basis for subsequent road maintenance planning and budget utilization. The &quot;Performance-Based Contract (PBC) for Road Patrol, Maintenance, and Repair&quot; differs from traditional technical and process-oriented contract models in that it is a new type of contract that uses output and performance objectives as the evaluation basis, and the contractor is paid by the owner after achieving or exceeding the performance indicators originally set. The Jingmei River&ndash;Zhinan River Confluence Revetment Restoration Project has been awarded the 2025 IFLA Asia Pacific Landscape Architecture Award, a highly prestigious international honor.</p><p><br></p><p>This project also stands out as the only public-sector project from Taiwan to receive an award in the &ldquo;Nature Conservation&rdquo; category, underscoring its exceptional significance. This recognition stems from the team&rsquo;s unwavering commitment to bringing the river back to life. The team removed aging revetments and hardened concrete riverbeds, adopting near-natural engineering approaches that allow the once heavily channelized Zhinan River to breathe again. By improving the river&rsquo;s form and creating gently sloped, people-friendly banks, the project provides suitable habitats for wildlife while enhancing accessibility and safety. What was once a cold, three-sided concrete channel has been transformed into a river corridor that integrates flood control, ecological restoration, and landscape value. Every inch of change reflects years of dedication and tireless effort.</p><p><br></p><p>To restore the river&rsquo;s vitality, the team engaged in ongoing dialogue with experts and local residents, refining the design through collaboration. All concrete removed during construction was fully reused, reducing transportation needs and carbon emissions and putting net-zero principles into practice. What we have created is not merely a river, but a renewed connection between the city and nature, bringing ecosystems back to life and allowing people and the environment to move forward together.
