In addition, townhouses and multi-story residences are encouraged to prioritize the installation of wireless interconnected residential smoke alarms, enabling alarms to be transmitted simultaneously throughout different areas of the home, thereby providing valuable evacuation time in emergencies. Together with distinguished guests, those attending offered prayers for a safe and smooth construction phase and for the project to be completed on schedule and to the required quality, creating a safe and sustainable welfare facility with enhanced service capacity.&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;Ming-Shen Kao, Chief of the Public Works Section of the New Construction Office, Public Works Department, Taipei City Government, stated that the original Yong-Fu Home building had been in use since 1982. It was a residential welfare institution for persons with disabilities with one basement level and six above-ground floors, originally planned to accommodate 172 beds. After a seismic evaluation was completed in 2018, both the chloride ion content and the level of concrete carbonation were found to exceed standards, and structural safety concerns had already emerged, including corroded reinforcing steel, wall cracks, and concrete spalling. Coupled with the continued growth in demand for disability care services in recent years, the city proceeded with the reconstruction of Yong-Fu Home in order to ensure residential safety for service users and improve overall care capacity. The original building was demolished in July 2024. The reconstruction site covers approximately 5,502 square meters and is planned as a modern welfare building with two basement levels and seven above-ground floors. Upon completion, the ground floor will include a lobby, a community activity center, a kitchen, a laundry room, an audiovisual classroom, a sensory classroom, a computer classroom, an examination room, and storage space. Floors two through seven will be planned for bedrooms and living areas, activity rooms, rehabilitation rooms, nursing and administrative office space, and meeting rooms, together with well-equipped common service areas and related mechanical rooms. A healing garden for residents will be planned on the roof. The basement levels will be used for temporary pick-up and drop-off, parking, an air raid shelter, and mechanical rooms, improving overall circulation safety and usage efficiency.&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;Fu Chung-kai, Director of the Shilin Office under the New Construction Office, stated that after reconstruction, Yong-Fu Home&amp;rsquo;s service capacity will increase to 196 beds. A dual-operator management model will be adopted, and under the principle of shared use of common spaces, the project will gradually promote the community-based development of services, providing persons with disabilities with more comprehensive, diverse, and humane care services. The project also incorporates the site&amp;rsquo;s topography and reduces its impact on the natural environment. It is planned to obtain a Gold Green Building Label, introduce smart equipment and energy-saving materials, and adopt structural design standards equivalent to those of a medical center for seismic resistance, comprehensively improving building safety, convenience, and comfort while implementing energy-saving and carbon-reduction policies and creating a welfare facility that combines sustainability, intelligence, and safety.&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;Director Fu further explained that the project was officially awarded on January 6, 2026, and is being jointly undertaken by Wan Ding Engineering Service Co., Ltd. and Hao Zhi Engineering Co., Ltd. Construction began in April 2026, with a construction period of 1,430 days, and is expected to be completed by April 2030. Visitors planning a trip to the zoo are advised to avoid this period.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;&lt;br&gt;&lt;/p&gt;&lt;p style="text-align: justify;"&gt;Before 2019, Taipei Zoo was closed only one day each year, on Lunar New Year&amp;rsquo;s Eve. In order to carry out essential maintenance while continuing to serve visitors, the zoo&amp;rsquo;s indoor exhibition facilities used to take turns closing on different Mondays each month, with closures postponed to the following day if a Monday fell on a national holiday. Under year-round operations, however, major repairs and maintenance work on large facilities and landscapes could only be carried out in separate phases by carefully coordinating time and space. This fragmented approach often increased construction time and costs, while also prolonging the impact on visitors and animals. Since 2019, with public support, the zoo has therefore added a short closure period in late June, before the summer vacation season, when visitor impact is relatively low. This allows large machinery to enter the park more efficiently and enables multiple maintenance projects to be completed at the same time.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;&lt;br&gt;&lt;/p&gt;&lt;p style="text-align: justify;"&gt;During this year&amp;rsquo;s 10-day closure from June 22 to July 1, the zoo will carry out a range of maintenance projects. Planned work includes improvements to animal habitats, such as repairing activity spaces for orangutans in the Tropical Rainforest Area, replacing climbing structures for clouded leopards in the Taiwan Animal Area, pruning vegetation in the lemur habitat in the African Animal Area, trimming the tree canopy in the Pangolin Dome, and updating native species displays in the Amphibian and Reptile House. In addition, various buildings and visitor facilities throughout the park will be cleaned and maintained, including pavilions, exhibition flooring, and visitor walkways, to create a more comfortable environment for future visits.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;&lt;br&gt;&lt;/p&gt;&lt;p style="text-align: justify;"&gt;Other projects requiring heavy machinery will also be completed during this period, including typhoon-prevention tree pruning, drainage clearing and dredging, road resurfacing, and inspections of fire safety, air-conditioning, and electrical systems. Animals in key construction areas will be temporarily relocated from spaces undergoing renovation to reduce stress caused by the work. The zoo will also use this period to conduct a series of educational training programs and professional drills, including routine diver training, ticketing staff training, summer snake-encounter response training, and shuttle train accident drills. Through improvements in all these areas, Taipei Zoo hopes to further enhance animal welfare and strengthen service quality.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;&lt;br&gt;&lt;/p&gt;&lt;p style="text-align: justify;"&gt;During these 10 days when the zoo is closed to the public, Taipei Zoo will work intensively to complete a wide range of maintenance projects. Taipei Zoo&amp;rsquo;s research team has been tracking the elusive Eurasian otter population in Kinmen for years. As these nocturnal and elusive animals are rarely observed directly, researchers rely on collecting their scat. By analyzing these samples, they can gather valuable information on individual distribution and habitat use, while also identifying prey remains to uncover the otters&amp;rsquo; daily diet. As the last Wednesday of May marks World Otter Day, Taipei Zoo invites the public to visit otters at the zoo and learn more about the survival challenges faced by their wild counterparts.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;&lt;br&gt;&lt;/p&gt;&lt;p style="text-align: justify;"&gt;The Eurasian otter (Lutra lutra) is listed as Critically Endangered (CR) in Taiwan&amp;rsquo;s Red List and is legally protected as a Category I Endangered Species under the Wildlife Conservation Act. Currently, its wild population in Taiwan is limited to Kinmen. However, the species faces multiple threats, including human disturbance, attacks by free-roaming animals, road mortality, and habitat fragmentation, all of which have led to a steady decline in available habitat. In recent years, organizations such as the Kinmen National Park Administration, Kinmen County Government, Kinmen Wildlife Rescue and Conservation Association, and Taipei Zoo have accumulated extensive experience in rescue, medical care, and captive husbandry. At the same time, research teams and local NGOs have deployed trail cameras across various habitats, capturing valuable footage of otter activity. In addition to its ex-situ conservation efforts, Taipei Zoo began applying molecular techniques a decade ago, under the guidance of Professor Li Ling-ling of National Taiwan University, to monitor individual otter distribution. Since 2016, the zoo&amp;rsquo;s research team has conducted annual field surveys in Kinmen, collecting fresh scat samples and bringing them back to the zoo&amp;rsquo;s molecular laboratory for analysis. These efforts have helped establish baseline data on population dynamics and gradually piece together the ecological profile of Kinmen&amp;rsquo;s Eurasian otters.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;&lt;br&gt;&lt;/p&gt;&lt;p style="text-align: justify;"&gt;Tracking Eurasian otters&amp;mdash;nocturnal, highly secretive, and adept swimmers&amp;mdash;is extremely challenging. Fortunately, their habit of marking territory with feces allows researchers to collect samples with minimal disturbance. Fresh otter scat is typically dark, emits a strong fishy odor, and often contains visible fish scales and bones. However, visual inspection alone provides only limited dietary information. With long-term support from Kinmen National Park since 2020, researchers have been able to continuously monitor population trends and survival needs. Through DNA sequencing of scat samples, scientists can build individual identity databases and identify prey species from genetic traces. This enables the construction of a comprehensive dietary profile, offering insights into how the population survives and adapts in the wild.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;&lt;br&gt;&lt;/p&gt;&lt;p&gt;Although a variety of prey&amp;mdash;including fish, shrimp, crabs, waterbirds, water snakes, and frogs&amp;mdash;have been recorded in the otters&amp;rsquo; diet, fish make up the majority of their daily intake. Common freshwater species include tilapia, crucian carp, common carp, snakehead, and eels, while estuarine and marine species such as mullet and swamp eels &amp;nbsp;catfish are also consumed. Notably, tilapia species appear with particularly high frequency, occurring in over 70% of scat samples collected in Kinmen. Originally native to Africa, these invasive fish have proliferated widely in Taiwan&amp;rsquo;s freshwater ecosystems, posing significant threats to native species. In Kinmen, however, they have become a primary food source for Eurasian otters. This heavy reliance highlights a unique ecological adaptation, differing from otter populations in temperate regions that depend on more seasonal dietary shifts. Additional staff were quickly called in, and she was safely secured and brought to the veterinary hospital for observation. A preliminary examination showed no external injuries, and further assessments will be conducted after she has rested and stabilized. A review of surveillance footage showed that &amp;ldquo;Hei Niu&amp;rdquo; entered the outdoor habitat from her indoor area at 6:15 p.m. on May 18. At 6:55 p.m., she was last seen passing through the bromeliad planting area beside a visitor pathway, after which her whereabouts became unknown. Following an on-site inspection, it is believed that a banana tree within the habitat may have snapped while she was climbing on it, inadvertently forming a bridge to the adjacent artificial rock structure and allowing her to leave the enclosure. However, based on long-term considerations regarding overall urban development and the image of the national gateway, Taipei City Government proposed a recommendation to modify the Taipei City section of the airport MRT and make it run underground and to make DORTS responsible for constructing and promoting the joint development of the C1 and D1 sites. This initiative not only transformed the nature of the project but has also created valuable space for the future development of the city&amp;#39;s skyline and the integration of its transportation. The female otter, &amp;ldquo;Xiang Cheng,&amp;rdquo; departed Taipei on the evening of May 12 and arrived safely in New Zealand on the morning of May 13. After completing quarantine, she will join the local otter group.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;&lt;br&gt;&lt;/p&gt;&lt;p style="text-align: justify;"&gt;The Asian small-clawed otter (Aonyx cinereus) is the smallest otter species, distributed across wetlands, rivers, and lakes from South to Southeast Asia. It is a highly social animal, often living in family groups of more than a dozen individuals. These otters communicate through a variety of vocalizations and also by rubbing scent glands near the base of the tail against surfaces to convey information. The species is listed as Vulnerable (VU) on the IUCN Red List, facing threats such as illegal capture for the pet trade. For example, &amp;ldquo;Mi Xiang,&amp;rdquo; the mother of &amp;ldquo;Xiang Cheng,&amp;rdquo; was rescued and brought to Taipei Zoo through law enforcement action. This is a custom-built climbing structure designed by the bear care team specifically for &amp;ldquo;Bei Er,&amp;rdquo; aimed at enhancing her environmental enrichment while giving visitors more opportunities to observe her charming behaviors.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;&lt;br&gt;&lt;/p&gt;&lt;p style="text-align: justify;"&gt;&amp;ldquo;Bei Er&amp;rdquo; moved into the outdoor habitat next to the Penguin House in October 2025. From the very beginning, she adapted well to her new environment and has displayed a wide range of natural behaviors. Visitors often have the chance to see her digging in the soil. When the weather is pleasant&amp;mdash;or when she feels like it&amp;mdash;she can also be seen playing by the large pool or manipulating enrichment devices to retrieve food. Taipei Zoo strives to design habitats that incorporate elements and functions similar to those in the wild, providing diverse stimuli that encourage black bears to actively explore. Through habitat design, environmental enrichment, and positive reinforcement medical training, the zoo continues to improve the welfare of each individual bear.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;&lt;br&gt;&lt;/p&gt;&lt;p style="text-align: justify;"&gt;To give &amp;ldquo;Bei Er&amp;rdquo; more opportunities to climb and use vertical space, keepers recently added a wooden climbing structure to the outdoor habitat. On the very first day it was introduced, she approached this &amp;ldquo;new piece of furniture&amp;rdquo; without hesitation, freely exploring and climbing on it while calmly enjoying the food placed there by her keepers. The event was presided over by Mayor Chiang Wan-an, with local borough chiefs, elected representatives, government officials, social organizations, and community residents invited to join a celebratory fair and witness the river&amp;rsquo;s transformation.&lt;/p&gt;&lt;p&gt;According to the Hydraulic Engineering Office (HEO) of the Public Works Department, Taipei City Government, the project is the first in Taiwan to implement a &amp;ldquo;returning land to the river&amp;rdquo; approach through urban plan amendment. It represents not only a breakthrough in hydraulic engineering, but also a milestone in urban sustainability and ecological integration. Moving away from the conventional concrete-lined channel design, the project restores the river to a more natural form. By integrating Qiyan Parks No. 1 and No. 2 with surrounding green spaces, it expands flood detention capacity while also enhancing pedestrian-friendly environments with new walkways and layered vegetation, creating a waterfront that balances flood safety, ecological value, and human-centered recreation.&lt;/p&gt;&lt;p&gt;The HEO noted that the overall revitalization plan aligns with multiple surrounding initiatives, including cultural connections to the New Beitou MRT Station, smart streetscape improvements along Guangming Road, and the redevelopment of Beitou Market. The HEO undertook the Section C Riverbank and Walkway Improvement Project (from Yanshou Bridge to Qiyan Pumping Station), progressing through stages such as urban planning amendments, design review, and construction to systematically enhance both the river channel and adjacent public spaces.&lt;/p&gt;&lt;p&gt;Guided by the principles of pedestrian-oriented design and resilient flood management, the project integrates the new river channel with park spaces while converting the former channel into single- and double-cell box culverts. At the same time, porous materials and nature-based revetment designs have been introduced to create a more hospitable ecological habitat. Pedestrian walkways, roadways, and park paths along the corridor have been widened and reconnected, establishing a safe and comfortable walking environment and opening the waterfront for shared public use.&lt;/p&gt;&lt;p&gt;According to the Public Works Section of the HEO, the project scope also includes river channel improvements, bridge landscape enhancements, and the creation of key public spaces, featuring landmarks such as Gongyue Bridge, Xiji Bridge, as well as pavilions and plazas. A cohesive design language has been applied to shape a distinctive and creative landscape identity. In addition, a large number of existing mature trees were preserved during construction, complemented by new plantings of trees and shrubs arranged in multi-layered compositions. As a city facing both high flood risk and one of the most complex underground utility networks, Taipei has shifted from a traditional drainage-focused approach to a flood resilience-oriented model, integrating risk forecasting, real-time response, and rapid recovery to strengthen its capacity to address climate change.&lt;/p&gt;&lt;p&gt;According to the HEO, on the infrastructure front, the city will raise the drainage system design capacity from 78.8 mm to 88.8 mm per hour. Through diversified strategies such as detention, runoff control, and integrated land development planning, Taipei aims to reduce flood risks. In addition, an underground detention pipe approximately 1,100 meters in length has been installed beneath Dunhua North Road, with a storage capacity of around 32,000 cubic meters of rainwater, effectively easing drainage pressure and mitigating flooding in surrounding areas.&lt;/p&gt;&lt;p&gt;At the same time, the HEO is advancing source control and community-based disaster prevention. Flood protection baseline policy for public buildings have been implemented, requiring newly constructed public buildings to set ground-floor elevations at least 30 cm above ground level of the building site to reduce flood risk. Communities are also being guided to establish community-based disaster prevention organizations to strengthen local response capacity. Meanwhile, a rainwater sewer rehabilitation program is extending the service life of aging pipelines through trenchless repair methods, minimizing traffic disruption while ensuring stable drainage system operations.&lt;/p&gt;&lt;p&gt;In addition to strengthening existing flood control infrastructure, the HEO is actively incorporating artificial intelligence (AI) and Internet of Things (IoT) technologies to progressively build a smart disaster prevention system, moving toward becoming a world-class disaster-resilient city. All 88 pumping stations across Taipei have been equipped with automated monitoring systems, enabling real-time activation based on water levels and enabling the central control center to monitor citywide drainage conditions. An AI-based flood forecasting system can predict potential flooding hotspots 30 to 60 minutes in advance, allowing for proactive deployment of response resources. In addition, a generative AI disaster knowledge system has been developed to integrate operational experience with standard procedures, improving frontline response efficiency.&lt;/p&gt;&lt;p&gt;The HEO is also promoting ecological flood management, creating waterfront spaces that integrate both disaster mitigation and environmental functions. The Huanggang River has been revitalized through channel improvements and vegetation integration, restoring a more natural riverside environment. DORTS stated that the groundbreaking ceremony for section contract CF720 was held on Xingshan Rd. in Neihu District while the project is located on Section 1 and Section 2, Jiuzong Rd. in Neihu District; furthermore, Taipei City Mayor Chiang Wan-an presided over the ceremony.  &lt;br&gt;&lt;br&gt;&lt;/p&gt;&lt;p align="justify"&gt;Mayor Chiang stated that the implementation of the &amp;ldquo;Development of Six Lines 2.0&amp;rdquo; is in full swing throughout Taipei. The east section will connect with core transportation arteries in Xinyi, Songshan, Shilin, and Neihu, and following the completion of these section contracts, the stations on the northern end and the east depot will be connected. Once construction of the east section has been completed, new momentum will be injected into realizing the vision of a ring-shaped system, with the journey northbound from Neihu Technology Park to Shilin Station taking just 11 minutes, and travel southbound to Xiangshan Station in the Xinyi District taking only 14 minutes. &lt;br&gt;&lt;br&gt;&lt;/p&gt;&lt;p align="justify"&gt;DORTS First District Project Office (1st DPO), which is responsible for construction of this section, explained that section contract CF720 was awarded to Hwang Chang General Contractor Co., Ltd. and Japanese company Okumura Corporation for a joint bid of over NT$16.4 billion. The scope of this contract follows the CF710 section contract, with a total length of approximately 1,831 meters and includes two underground stations (Station Y33 and Y34), two sections of shield tunnel, as well as water, electricity, and environmental control systems within the section. &amp;nbsp; &lt;br&gt;&lt;br&gt;&lt;/p&gt;&lt;p align="justify"&gt;1st DPO further elaborated that Circular line Phase I is already opened for operations; furthermore, construction is already completely underway on the south section and north section. As of the end of March 2026, the construction progress had already reached 31.89%. The east section is the final piece of the puzzle, and with a total length of 13.25km, it will include the construction of 10 underground stations and one depot. The project will be implemented through 6 separate tendered contracts, and among them the groundbreaking ceremony for third section contract CF710 was successfully held on February 4, 2026. Meanwhile the groundbreaking ceremony of section contract CF720, the fourth contract, today represents an important step forward for MRT construction. The scope of the contract follows the route from Station Y32 of section contract CF710 at Dagangqian Park and includes Station Y33, which will be constructed in Ruiguang Park. The up and down shield tunnels will be located at Lane 171, Section 2, Jiuzong Road and Lane 178, Ruihu Street, respectively, and the route will then turn onto Section 2, Jiuzong Rd. After crossing National Freeway 1, Station Y34 is located on Lane 11, Section 6, Minquan East Road, and the route will subsequently pass beneath Minquan Bridge by means of a shield tunnel and then pass beneath the area near the intersection of Section 1, Jiuzong Road and Xinhu 1st Road where Station Y35 is located along with the outer edge of the Circular line East Depot. Currently the bidding process is underway for the remaining two section contracts and three stations, which includes Station Y35, the East Depot on Section 1, Jiuzong Road, and the section which intersects with Songshan Station and Yongchun Station.&lt;br&gt;&lt;br&gt;&lt;/p&gt;&lt;p align="justify"&gt;Mayor Chiang pointed out that section contract CF720 passes beneath Section 1, and Section 2 of Jiuzong Rd. in Neihu. Traffic management will be one of the primary challenges during the construction process to cope with the large traffic flows during rush hour and the shopping crowds on weekends. Moreover, DORTS has been specifically instructed to make every effort to coordinate and organize public briefing sessions prior to construction to enable everyone to be fully informed of the construction plans and traffic adjustment measures. At the same time, frontline workers are required to adhere to the highest standards of public safety to ensure the safety of construction and road environments. &amp;nbsp;&lt;br&gt;&lt;br&gt;&lt;/p&gt;&lt;p align="justify"&gt;DORTS further elaborated that the main construction route for this project is located on Section 1 and Section 2 of Jiuzong Rd. in Neihu Technology Park. In addition to having an extremely high volume of traffic during weekday rush hours, shopping traffic also surges on weekends and holidays. Therefore, the installation of construction fencing will inevitably have an impact on the flow of traffic. Seductive marketing: using online advertising, influencer endorsements, social media recommendations, and sponsorship of sporting, music, and other events to attract and target young people. 2. Trendy devices: Designing tobacco products and packaging to resemble cute and eye-catching toys, candy, cartoon characters, or fashionable, tech-inspired USB devices. 3. Flavored tobacco products: Adding flavorings such as fruit, candy, and menthol that can be tasted or smelled to make products more appealing and easier on the senses, thereby encouraging continued use, accelerating addiction, and reducing both the willingness and likelihood of quitting.&lt;/span&gt;&lt;/p&gt;&lt;p style="text-align:justify;"&gt;&lt;span style='font-size:16px;font-family:"Times New Roman",serif;'&gt;Dr. Huang Yu-jui of the Department of Psychiatry at the Taipei Medical University Hospital noted that the adolescent brain is in a period of rapid development and does not fully mature until around age 25. The earlier young people are exposed to tobacco products, the more likely they are to develop dependence and nicotine addiction. Nicotine exerts neurotoxic effects on the brain&amp;rsquo;s prefrontal cortex, disrupting adolescents&amp;rsquo; cognitive development, executive functioning, and inhibitory control. In addition, one Chief Secretary position at the recommended Rank 9 level has been newly established for the Center. A total of 94 agencies, including the Secretariat of the TPCG, have completed organizational restructuring in accordance with the above adjustments, involving revisions to a total of 569 authorized staffing positions.&lt;/p&gt;&lt;p&gt;(2)Enhancing Recruitment Efficiency through Flexible and Diversified Channels&lt;/p&gt;&lt;p&gt;The Department of Personnel has actively assisted agencies in reviewing their human resource status and, in response to municipal governance needs, has conducted forward-looking assessments of anticipated vacancies resulting from retirements and separations in civil service positions. The number of vacancies submitted for civil service examinations has been estimated with greater flexibility to streamline administrative procedures and increase the number of candidates allocated upon passing the examinations. For vacant civil service positions, agencies are required to promptly adopt appropriate staffing measures, including internal promotion, external recruitment, or application for examination-based appointments. In addition, relevant regulations governing the transfer of specialized technical personnel into civil service roles are utilized to recruit qualified professionals and broaden talent sourcing channels.&lt;/p&gt;&lt;p&gt;(3)Strengthening Incentive Mechanisms to Retain Professional Talent&lt;/p&gt;&lt;p&gt;&amp;nbsp;In response to increasing competition for professional talent and the challenges in filling vacancies in engineering-related agencies, the TPCG has formulated the Incentive Program for Major Project Implementation by Engineering Agencies, in accordance with the Executive Yuan&amp;rsquo;s guidelines on rewards for major project execution. Through the establishment of a clear and structured incentive mechanism, rewards are granted based on actual performance and contributions, thereby strengthening the retention of professional personnel.&lt;/p&gt;&lt;p&gt;2.Advancing a Friendly Workplace and Safeguarding Employee Well-Being&amp;nbsp;&lt;/p&gt;&lt;p&gt;(1)Enhancing Workplace Safety and Protection Mechanisms&lt;/p&gt;&lt;p&gt;Following the implementation of new occupational safety and health regulations for the public sector on July 1, 2025, the TPCG has continued to advance related improvement measures. The ceremony was presided over by Mayor Chiang Wan-an, with representatives from relevant agencies and local stakeholders in attendance.&lt;/p&gt;&lt;p&gt;According to the Hydraulic Engineering Office (HEO) of the Public Works Department, the project site covers approximately 2.6 hectares and will consist of a twin-building complex with nine floors above ground and three basement levels, with a total floor area of approximately 90,779 square meters. The Concert Hall will include a 1,500-seat concert hall, along with rehearsal spaces, backstage support facilities, and administrative offices for orchestras, meeting the needs of professional performances and regular rehearsals. The library component will include open- and closed-stack collections, approximately 3,000 reading seats, and multifunctional exhibition and learning spaces. Smart borrowing and return systems, along with digital archives, will be introduced to enhance service capabilities.&lt;/p&gt;&lt;p&gt;The project will comply with Taipei&amp;rsquo;s Green Building Self-Government Ordinance and is expected to achieve a Diamond-level Green Building certification, as well as meet Grade 1+ building energy efficiency and smart building certification standards. Furthermore, Building Information Modeling (BIM) has been incorporated during the design phase to strengthen design integration and construction management efficiency. The concert hall and library will operate with separate electromechanical systems, facilitating future operations and maintenance. Energy-saving, water-efficient, and rainwater recycling systems will also be adopted to reduce long-term operational costs.&lt;/p&gt;&lt;p&gt;The Public Works Section of the HEO noted that structural load standards for library spaces have been enhanced based on usage characteristics. High-density archive areas and general floors are designed with different load capacities to ensure structural safety and long-term use. Basement levels incorporate reinforced waterproofing, drainage, and typhoon resilience measures. System flexibility has also been reserved to accommodate future operational adjustments and equipment upgrades. The overall design complies with urban design review principles. Setback entrances provide buffer spaces, pedestrian and vehicular circulation are separated, and public safety management is strengthened, balancing traffic impact with neighborhood considerations.&lt;/p&gt;&lt;p&gt;The HEO added that it has supported the project since the planning and design stage, including urban design review, building permit applications, procurement, and green building certification. It is also responsible for cross-disciplinary coordination, including architecture, structural engineering, acoustics, and MEP systems. During construction, quality, safety, and progress will be strictly managed, with continued community engagement.&lt;/p&gt;&lt;p&gt;To ensure transparency and integrity, the city government has implemented a Government Procurement Integrity Platform, promoting information disclosure and cross-sector collaboration. This mechanism establishes communication channels among prosecutors, anti-corruption agencies, experts, scholars, and the public, strengthening external oversight and preventing improper interference. It aims to ensure that major public infrastructure projects are delivered on time, to standard, and with full integrity.&lt;/p&gt;&lt;p&gt;The project site was formerly the Taipei office of the American Institute in Taiwan (AIT) and is a key public land asset. During the planning stage, the Department of Cultural Affairs proposed the development of a mid-sized professional concert hall to address demand for performance venues as well as to serve as a resident venue for the Taipei Symphony Orchestra and the Taipei Chinese Orchestra. At the same time, in response to the redevelopment needs of the Taipei Public Library&amp;rsquo;s central library and the advancement of digital reading, plans were developed for a smart central library. On April 22, staff on-site will assist citizens in applying for electronic tax bills on the 1st floor of the Municipal Building. Those who complete the application will receive a limited-edition exquisite advocacy gift.&lt;/p&gt;&lt;p&gt;&lt;br&gt;&lt;/p&gt;&lt;p&gt;Commissioner Hu, Hsiao-Lan of the DOF said that in order to implement the concept of net-zero sustainable governance, the DOF encourages payees to receive funds via electronic remittance, achieving a remittance rate of 99.9%. In addition to enabling the payees to get money more quickly and smoothly, the public can also inquire about or apply for remittance notice service, saving accounting processing time and demonstrating administrative efficiency. For the sake of information transparency and to enable citizens to stay informed about the progress of construction projects, today DORTS released the latest construction progress video which documents the current status of the construction areas in detail. &amp;nbsp; &amp;nbsp;&lt;/p&gt;&lt;p&gt;&lt;br&gt;&lt;/p&gt;&lt;p&gt;With a total length of 14.93km, Circular line north section includes 12 underground stations and one underground depot. Among these, the north depot, which is located below Sanchong Jixian Environmental Park, is in the peak construction phase. The construction team is fully engaged in deep excavation work as well as the erection of support structures and construction of the main structure, and the overall structure of the depot is taking shape.&lt;/p&gt;&lt;p&gt;&lt;br&gt;&lt;/p&gt;&lt;p&gt;As for the progress of each section contract, the diaphragm wall excavation operations are ongoing for section contract CF680A (Stations Y19A, Y19B, and Y20), which traverses Wugu District and Luzhou District; furthermore, large-scale grab cranes are being utilized to carry out deep underground excavation to ensure the stability and safety of the underground station structure. Meanwhile, construction of intermediate piles and diaphragm walls is currently being carried out on Wuhua St. and Jixian Rd. for section contract CF680B (Stations Y21, Y22, and Y23), which runs between Luzhou District and Sanchong District. For section contract CF690C, which is located at the Taipei end of Chongyang Bridge, escape shaft construction is currently underway. In addition, construction work is being carried out on the intermediate piles and diaphragm walls at station Y24, which is located at Shezheng Park, Shilin District.&lt;/p&gt;&lt;p&gt;&lt;br&gt;&lt;/p&gt;&lt;p&gt;DORTS explained that the construction environment for Circular line north section is extremely challenging and requires transitioning from an elevated section to an underground section. The route passes through Wugong Rd. and Jixian Rd. in Luzhou District and crosses the Tamsui River to connect Shezi and Shilin District. DORTS further elaborated that in order to coordinate diaphragm wall operations, fence layout or partial lane closures will be dynamically adjusted during the construction period.&lt;/p&gt;&lt;p&gt;&lt;br&gt;&lt;/p&gt;&lt;p&gt;DORTS stated that in order to ensure the safety of road users, nighttime lighting and warning signs will be significantly enhanced at construction sites, and staff will be assigned to direct traffic. Passengers will be able to transfer to the Taoyuan Airport MRT at Station Y19, transfer to the Zhonghe-Xinlu line at Station Y21, transfer to the Tamsui-Xinyi line at Station Y26, and transfer to the Wenhu line at Station Y29.
