New Construction Office’s 3 Projects Win 31st Architectural Golden Stone Award

The New Construction Office of the Public Works Department, Taipei City Government has achieved remarkable success in three projects: the “Daoxiang New Construction Project of the Department Building in Beitou District, Taipei City,” the “Taipei Municipal Heping High School Teaching Building New Construction Project,” and the “Liugong Park Green Corridor Pedestrian Environment Improvement Project.” These three projects secured recognition at the prestigious “31st Chinese Architectural Golden Stone Award,” known as the Oscars of the architecture world. The awards ceremony took place at 7:00 PM on September 20, 2023, in the CPC Building.

 

The “Daoxiang New Construction Project of the Department Building in Beitou District, Taipei City” is at the forefront of innovation, adopting a multifaceted approach that integrates healthcare and welfare facilities with community spaces, all while embracing the local landscape and cultural essence. It strives to usher in a novel lifestyle that fosters the idea of co-living and growing old together. The building is a modernized public community complex with 9 aboveground floors and 3 underground floors. As a whole, it combines a supermarket on the ground floor, along with community childcare services to enrich the neighborhood’s amenities. From the 2nd to 5th floors, it integrates community-based long-term care facilities and public childcare services (Community Public Nursery Homes). On the 6th floor, there’s a community activity center and an occupational therapy clinic, providing spaces for neighborly interaction, relaxation, rehabilitation and treatment for local residents. From the 7th to 9th floors, it’s a library with a collection of 100,000 books. By retaining the original community activity center, library and supermarket, it offers a wide range of continuous services. The rooftop features a beautiful healing garden, creating a recreational space accessible to people of all ages. Furthermore, the building’s eastern side is adjacent to the Shuimokeng Creek waterfront, while the western side connects to the open space of Daoxiang Park. This design promotes openness and continuity on the ground level, with the inclusion of plaza-style open spaces exceeding 100 square meters. Additionally, there is a setback of 6 meters for urban green belts and pedestrian areas. This project commenced on November 25, 2019 and was completed on September 20, 2022. Its opening ceremony was held on December 12 of the same year. During the construction period, the project faced the challenging circumstances of labor and materials shortages due to the “COVID-19” pandemic. Despite these obstacles, the New Construction Office, together with the construction team, persevered and fearlessly accomplished the new construction projects to provide improved social welfare and care facilities for the citizens. Since its completion and opening, the highly acclaimed planning, design and construction quality have injected a fresh vitality into Taipei City’s Beitou District, demonstrating the government’s commitment to providing comprehensive care for citizens of all ages.

 

The “Taipei Municipal Heping High School Teaching Building New Construction Project” aims to build a five-story teaching building that includes administrative offices, teaching and research rooms, regular classrooms (40 in total), audiovisual classrooms, a library and versatile study spaces to meet the school’s instructional needs. The design team for this new building project has incorporated multifunctional flexible areas, a library, audiovisual classrooms and more. In the future, these spaces can be used for community events and gatherings, fostering neighborhood interaction and community sharing. Additionally, it can cater to community needs, two underground levels have been designated for public use as a parking facility, offering 270 car parking spaces and 101 scooter parking spaces for the local community. This not only addresses the shortage of parking spaces in the nearby area but also serves as a convenient drop-off and pick-up zone for parents, enhancing student safety while students are being transported to and from school, and alleviating traffic congestion. Furthermore, in the pursuit of nurturing “cross-disciplinary and internationally-minded talents” and fostering students’ global perspectives and cross-disciplinary integration abilities, this teaching building is equipped with video conferencing systems for international conferences. This enables seamless international exchanges, attracting overseas high school students to come to Taiwan for in-depth learning, making it a highlight of Taipei City’s international education.

 

The “Liugong Park Green Corridor Pedestrian Environment Improvement Project” extends the pedestrian environment improvements from Sec. 1 to Sec. 3, Zhongxiao E. Rd. and aligns with the East District Revitalization Project. Its core concept is to create a high-quality, people-centric environment and connect the green corridors in the East District. The project focuses on transforming the areas on the north and south sides of Ln. 135, Sec. 1, Fuxing South Rd., as well as the parking area in between. Through the integration of the southern road, adjustments to road section layouts and a review of existing infrastructure and accessible pathways, a spacious green plaza now is created in the East District, a vibrant shopping district. This urban transformation includes the use of permeable pavements, sunken green spaces and lighting design, recreating the historical image of Liugong Canal. The result is a pedestrian plaza that prioritizes people, resilience and a sense of intellectual engagement, making the overall pedestrian environment even more user-friendly.
